Santa Barbara averages roughly 18 inches of rain per year. Some fear that the area will receive less rain as the climate warms. Has that occurred?

Swain et al. (2018) show that California will experience greater precipitation whiplash as the climate warms. Has this occurred in Santa Barbara? Does the area need to buckle up?
'Tis the season
Some find that there will be large changes to seasonal precipitation patterns in California. Is fall becoming dryer, or winter wetter? What about spring? Summer doesn't count. S/he never gets rained on!
Here comes that rainy day
Climate change may mean that California experiences fewer rainy days, but that rainfall will be more intense when it falls. Has Santa Barbara experienced a decrease in the total number of rainy days per year?
